USA Customs and Border Protection (CBP)
Implementation of the U.S. Advance Cargo Information Program follows a staggered approach starting on the East coast in August 2004. Full details on the time frames and the affected states are outlined below.
13 December 2004
Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, North Dakota, Oregon, Utah, Washington.
Note: All Air New Zealand services into Los Angeles, San Francisco and Honolulu will comply with the new USCBP requirements that will come into effect from 13 December.
13 October 2004
Alabama, Arkansas, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Nebraska, New Mexico, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Wisconsin.
Note: Air New Zealand Cargo Freighter services from Frankfurt into Chicago, will comply with the new USCBP requirements that will come into effect from 13 October.

Please note that US Customs officials will commence holding shipments (on behalf of the FDA), when FDA Prior Notification requirements have not been met. Previously FDA have taken an educational stance to enforcement. This has been replaced with a more punitive stance.
